My Lord:-
With reference to Your Lordship's despatch No.296 of 30th September, and to previous correspondence respecting the postal policy of His Majesty's Government in China, I have the honour to transmit herewith copies of Postal arrangements concluded between France and Japan and a copy of instructions recently issued to Postmasters in China on the occasion of the inauguration of the Trans-Siberian mail service.
Sir Robert Hart, in transmitting these documents to me, calls my attention to a contemplated agreement between the Postal Administrations of China and Hongkong which appears, for reasons of which I am unaware, to have fallen through or been delayed, when he informs me it was on the point of completion.
